കോട്ടയം മെഡിക്കൽ കോളജ് ആശുപത്രിയിൽ കെട്ടിടം ഇടിഞ്ഞുവീണതിൽ ആർക്കും ഒരു പിഴവും ഇല്ലെന്ന് ചൂണ്ടിക്കാട്ടി കലക്ടറുടെ അന്വേഷണ റിപ്പോർട്ട്. അപകടമുണ്ടായപ്പോൾ രക്ഷാപ്രവർത്തനം വൈകിയില്ല. മണ്ണുമാന്തി യന്ത്രം കെട്ടിടത്തിനുള്ളിലൂടെ എത്തിക്കുന്നതിലെ കാലതാമസം മാത്രമാണ് ഉണ്ടായത്. 

കെട്ടിടത്തിന്‍റെ ബലക്ഷയം സംബന്ധിച്ച് മൂന്ന് റിപ്പോർട്ടുകൾ ഉണ്ടായിരുന്നെങ്കിലും ഒരു റിപ്പോർട്ടിലും കെട്ടിടം പൊളിച്ചു മാറ്റണമെന്ന് പറഞ്ഞിരുന്നില്ലെന്നാണ് കലക്ടർ ജോൺ വി സാമുവലിന്‍റെ റിപ്പോർട്ട്. പൊതുമരാമത്ത് കെട്ടിട വിഭാഗം കൈമാറിയ രേഖകളും അപകടത്തിന്‍റെ ചിത്രങ്ങളും രേഖാചിത്രങ്ങളും സഹിതം ഇരുപതു പേജുള്ള റിപ്പോർട്ട്‌ ആണ് സർക്കാരിന് സമർപ്പിച്ചത്. കെട്ടിടാവശിഷ്ടങ്ങൾക്കിടയിൽപെട്ട് തലയോലപ്പറമ്പ് സ്വദേശി ബിന്ദു(52)വാണ് മരിച്ചത്.  കെട്ടിടം തകർന്നുവീണ് രണ്ടര മണിക്കൂറിനു ശേഷമാണ് അവശിഷ്ട‌ങ്ങൾക്കിടയിൽനിന്നു ബിന്ദുവിനെ കണ്ടെത്തിയത്.

അതേസമയം, കലക്ടറുടേത് മംഗളപത്രമെന്ന് കോണ്‍ഗ്രസ് പ്രതികരിച്ചു. വീഴ്ചയില്ലെങ്കില്‍ എങ്ങനെയാണ് ബിന്ദു മരിച്ചതെന്ന് തിരുവഞ്ചൂര്‍ രാധാകൃഷ്ണന്‍ എംഎല്‍എ ചോദിച്ചു.

The inquiry report by the Kottayam District Collector into the building collapse at Kottayam Medical College Hospital concluded that there was no fault on anyone’s part. The report emphasized that rescue operations were not delayed and that only the time taken to bring in an earthmover through the building caused a minor lag. Despite three structural assessment reports related to the building's weakening, none of them recommended demolition, the report by Collector John V Samuel states. The 20-page report, submitted to the government, includes documents from the Public Works Department’s Buildings Division, photographs, and other visual evidence.
