2,000 രൂപയിൽ കൂടുതലുള്ള യു.പി.ഐ ഇടപാടുകൾക്ക് നിരക്ക് ഏർപ്പെടുത്തിയത് സ്റ്റേ ചെയ്യാന് വിസമ്മതിച്ച് സുപ്രീം കോടതി. കേന്ദ്രസർക്കാരിന്റെ ഉത്തരവ് സ്റ്റേ ചെയ്യണമെന്ന ആവശ്യം കോടതി അംഗീകരിച്ചില്ല. ഉത്തരവിനെതിരായ പൊതുതാല്പര്യ ഹര്ജിയില് വിശദമായ സത്യവാങ്മൂലം നല്കാന് കോടതി ആവശ്യപ്പെട്ടു.
പുതിയ സംവിധാനത്തിന്റെ അടിസ്ഥാനമെന്തെന്ന് വിശദീകരിക്കണമെന്നും ചീഫ് ജസ്റ്റിസ് സൂര്യ കാന്ത് അധ്യക്ഷനായ മൂന്നംഗ ബെഞ്ച് നിര്ദേശിച്ചു. ഈടാക്കുന്നത് നികുതിയോ ഫീസോ അല്ലെന്നും 96 ശതമാനം വ്യാപാര ഇടപാടുകളെയും നിരക്ക് ബാധിക്കില്ലെന്നും കേന്ദ്ര സര്ക്കാര് വാദിച്ചു. വ്യക്തികൾ തമ്മിലുള്ള യുപിഐ ഇടപാടുകൾ പൂർണ്ണമായും സൗജന്യമായി തുടരുമെന്നു കേന്ദ്രം വ്യക്തമാക്കി.
ഫീസല്ലെങ്കില് നിരക്കിന്റെ സ്വഭാവമെന്താണെന്ന് വിശദീകരിക്കണമെന്ന് ജസ്റ്റിസ് ജോയ്മല്യ ബാഗ്ചി നിര്ദേശിച്ചു. കേന്ദ്ര സര്ക്കാര്, റിസര്വ് ബാങ്ക്, ദേശിയ പേയ്മെന്റ് കോര്പ്പറേഷന് എന്നിവർക്ക് നോട്ടിസയച്ച കോടതി നാലാഴ്ചയ്ക്കുള്ളിൽ മറുപടി നല്കാന് നിര്ദേശിച്ചു.
