സ്വകാര്യ മേഖലയിൽ കൂടുതൽ സ്വദേശികളെ ആകർഷിക്കുക എന്ന ലക്ഷ്യത്തോടെ യുഎഇ നടപ്പാക്കുന്ന നാഫിസ് പ്രോഗ്രാമിന്റെ പുതിയ സമയപരിധി പ്രഖ്യാപിച്ചു. പുത്തന്‍ നിയമം നടപ്പാക്കാത്ത കമ്പനികൾക്ക് ജനുവരി 1 മുതൽ കനത്ത പിഴ ചുമത്തുമെന്ന് മാനവശേഷി സ്വദേശിവൽക്കരണ മന്ത്രാലയം മുന്നറിയിപ്പ് നൽകി. 

അമ്പതോ അതിൽ കൂടുതലോ ജീവനക്കാരുള്ള സ്വകാര്യ സ്ഥാപനങ്ങൾ ഡിസംബർ 31-നകം 2% സ്വദേശിവൽക്കരണം നിർബന്ധമായും പൂർത്തിയാക്കണം. നിയമം പാലിക്കാത്ത ഓരോ ഒഴിവുകൾക്കും ജനുവരി 1 മുതൽ ആളൊന്നിന് മാസത്തിൽ 8,000 ദിർഹം വീതം പിഴ ഈടാക്കും. ഇത് വർഷത്തിൽ 96,000 ദിർഹമാണ്. പിഴ അടയ്ക്കുന്നതിൽ വീഴ്ച വരുത്തുന്ന സ്ഥാപനങ്ങളെ കുറഞ്ഞ ഗ്രേഡിലേക്ക് തരംതാഴ്ത്തുകയും ചെയ്യും. 20 മുതൽ 49 വരെ ജീവനക്കാരുള്ള കമ്പനികൾ വർഷത്തിൽ ഒരു സ്വദേശിയെ നിയമിക്കണമെന്ന സമയപരിധിയും ഡിസംബർ 31-ന് അവസാനിക്കും. 

ഐ.ടി, റിയൽഎസ്റ്റേറ്റ്, ആരോഗ്യം ഉൾപ്പെടെ 14 പ്രധാന മേഖലകളിലെ 68 പ്രൊഫഷണൽ തസ്തികകളിലാണ് നിലവിൽ നിയമം ബാധകമായിട്ടുള്ളത്. വ്യാജ നിയമനം തെളിഞ്ഞാൽ ഒരു ലക്ഷം മുതൽ അഞ്ച് ലക്ഷം ദിർഹം വരെയാണ് പിഴ. കുറ്റം ആവർത്തിച്ചാൽ മൂന്നാം തവണ പിഴ 5 ലക്ഷം ദിർഹമാകും. അതേസമയം നിയമം പൂർത്തിയാക്കുന്ന കമ്പനികളെ "തൗത്തീൻ പാർട്ണേഴ്സ് ക്ലബ്ബിൽ" ഉൾപ്പെടുത്തി സർക്കാർ സേവന ഫീസിൽ 80% ഇളവും മറ്റ് മുൻഗണനകളും നൽകും. നാഫിസ് പദ്ധതി നിലവിൽ വന്നതിനു ശേഷം സ്വകാര്യമേഖലയിലെ സ്വദേശി ജീവനക്കാരുടെ എണ്ണം 1.54 ലക്ഷമായി വർധിച്ചത് പദ്ധതിയുടെ വിജയസൂചനയാണ്.

The UAE has announced a new deadline for the NAFIS program, aimed at integrating more Emiratis into the private sector. The Ministry of Human Resources and Emiratisation warned that companies failing to comply with the new rules will face heavy fines starting January 1. Private sector establishments with 50 or more employees must achieve a mandatory 2% Emiratisation rate by December 31. Non-compliance will result in a fine of AED 8,000 per month (AED 96,000 annually) for each unfilled position. Companies failing to pay the fine will be downgraded. Companies with 20 to 49 employees must hire one Emirati per year by December 31. The rule currently applies to 68 professional roles across 14 key sectors. Penalties for 'fake Emiratisation' range from AED 100,000 to AED 500,000 for repeat offenses. Compliant companies will receive up to 80% fee reductions and other benefits under the "Tawteen Partners Club." The success of NAFIS is evident, with the number of Emiratis in the private sector increasing to 1.54 lakh.
